David has 25 years of unique experience in the healthcare field working for state and federal governments; reimbursement, market strategy, regulatory consultant, growth strategist to healthcare companies; and advisor to investment firms, banks, and lenders in the U.S. He is a recognized leading expert of healthcare regulatory policy, the reimbursement process, and the effect on the healthcare delivery system. This wide array of experience covering key aspects of the U.S. healthcare system has allowed David to bring valuable insight into foreseeable trends that transform healthcare.

David started his career in healthcare working for state and federal government. His experience at the U.S. Department of Health and Human Services and the Centers for Medicare and Medicaid Services covered policy and regulatory development for the following: Medicaid; the Children’s Health Insurance Program (CHIP); Dual Eligible population; the Programs for All-Inclusive Care for the Elderly (PACE), and Medicare payment regulations including the physician fee schedule, hospital inpatient/outpatient, dialysis, home health, hospice, and durable medical equipment. David also contributed to writing speeches for several CMS Administrators, represented CMS at meetings with Congressional staff, prepared briefings for the U.S. Secretary of HHS, CMS Administrator, and developed relationships and outreach to healthcare organizations meeting with the CMS Administrator.

David continued his career after CMS working as a senior analyst for several boutique policy research firms for investors. His clients included over 100 mutual and hedge funds throughout the U.S. David was responsible for providing portfolio managers and buy-side analysts with research and trends involving medical devices, health services, and pharmaceutical companies. His research involved regulatory and policy analysis regarding Medicare and Medicaid and key reimbursement trends involving commercial insurers.

David continued his career as a partner in a Washington DC based healthcare consulting firm solely managing a subsidiary advisory company, which eventually became a separate firm. As a consultant, David’s clients mainly included physician groups (primary care, dermatology, ophthalmology, physical therapy, urgent care, behavioral health companies, etc.), but also included medical device and pharmaceutical companies. His services focused on providing clients with growth strategies, negotiating contracts with payers, and market/competition analysis. David helped provider groups post transaction move into new states and develop payer strategies that included value-based reimbursement, partnerships with payors, and new business lines that enabled growth and advantages against competition. In addition to consulting, David also created a diligence practice for private equity firms and lenders and has completed over 50 diligence projects. This diligence work has included: insurer analysis and reimbursement trends for commercial and government payors, regulatory, compliance, coding/billing audit, and market/competition analysis. Through this advisory and consulting business, David has experience working closely with C-Suite management of small to mid-size healthcare companies and board of directors.

David has been an invited speaker as a recognized expert in healthcare reimbursement (private payors and government) and delivery. He has spoken for international organizations, private equity and venture capital sponsored events, such as Capitol One, McGuire Woods, and McDermott, Will and Emery. He has been invited to speak at events by Harvard Business School, Yale School of Medicine, and University of Pennsylvania Wharton School of Business.
